I attended one of the rounds of the Climate talks in the early 80's with Friends of the Earth at Den Haag in Holland. Some expereinces there cetrainly bear out what you are saying. The hotels had been block booked by oil compaines for their reps so delegates from poorer nations joined us on the floor of a sports hall. One evening a group of dancers from Vanuatu put on a performance. As representatives of the first nation state likely to disappear under the sea, it was poignant and heartbreaking. The anger and urgency in their speech certainly indicated that they were in survival mode.
Early 00's not 80's.
